Frequently asked questions

Clear answers about our services and how we work. Choose a topic, or request a company file assessment if you don't find your answer.

General

Who is Edaaat?

Edaaat is a Saudi company based in Riyadh. We help companies prepare their files for registration and qualification with government entities and major companies, submit and price tenders, and meet the requirements for ISO certification and contractor classification. We also offer managed HR and accounting services. We work with established and new companies, local and foreign.

How does the free company file assessment work?

You fill in the “Request a company file assessment” form, and a specialist advisor contacts you to understand your company's position and the buyer or service you are targeting. We review the documents you already have, then explain the gaps, the next step and the estimated timeline, with a written proposal if you need a service. The assessment does not commit you to any contract.

Do you submit the application on our company's behalf?

No. Our role is to prepare and review the file and support you at every step. Your company's accounts on buyers' portals stay in its name and under its ownership, and your company submits and approves the application. Some buyers explicitly require suppliers to deal with them directly, without intermediaries.

Are my company's data and documents kept confidential?

Yes. We use your company's data and documents only to deliver the service, and we do not share them with anyone without your consent, unless the law requires it. Everyone who works on your file is bound by confidentiality.

How are prices and timelines set?

Price and timeline depend on the type of service, the target buyer, the scope of work and the current state of your file. So after the assessment, and before any work starts, we send a written proposal with the price and the estimated timeline. Some services come as packages, such as our HR packages and the Tender Winning Management Program; the details are on each page.

Do you work with companies outside Riyadh or outside Saudi Arabia?

Yes. We are based in Riyadh and work with companies across the Kingdom, and much of the work is done remotely. We also help foreign companies entering the Saudi market with registration and qualification. Our work focuses on the requirements of buyers inside Saudi Arabia.

Does Edaaat guarantee acceptance or award?

No. The final decision on acceptance, qualification or award rests with the target buyer alone, and registration or qualification does not guarantee a contract. What we commit to is a complete, well-organised file that meets the buyer's requirements, with the gaps identified and fixed before submission, and follow-up on the buyer's comments when needed.

Can we request just one service?

Yes. You can request any service on its own, such as supplier registration with a single buyer, pre-qualification, pricing a tender or preparing for an ISO certificate, and add other services later as your needs grow.

Supplier registration & qualification

Service page
What is the difference between supplier registration and supplier qualification?

Registration means entering your company's data and documents in the buyer's supplier portal; it usually ends with a supplier number. Qualification is a wider assessment of technical and financial capabilities and experience for a specific category or programme, so a company can be registered without being qualified yet.

Does registration or qualification guarantee a project?

No. Registration or qualification does not guarantee a contract or a project; acceptance and award decisions rest with the buyer alone. What we commit to is a file that meets the buyer's requirements, and following up its comments until it decides.

Who submits the application and owns the account with the buyer?

The account and the application are in your company's name, and the login details stay with you. Our role is to prepare and review the file and guide you through each step. We are not an agent of any buyer and we do not intervene in its decision.

Which documents are needed for registration and qualification?

They vary by buyer and activity. The most common are the commercial registration, Zakat, VAT and GOSI certificates, Chamber membership, a bank letter and a signing authority. Qualification usually adds a project record, completion certificates and audited financial statements, and may include ISO or classification.

How long do registration and qualification take?

There are two parts: the file-preparation time, which we agree with you after the assessment, and the buyer's review time, which is up to the buyer and which most buyers do not publish. We tell you what we know about your buyer before we start.

Do buyers charge a registration fee?

According to their official pages, many buyers, such as Saudi Energy and Aramco, do not charge for registration; some may charge for additional verification stages. Our fees cover the preparation and follow-up, and we confirm them in writing before we start.

We don't have ISO or classification yet. Can we still start?

Yes. Not every qualification requires ISO or classification; it depends on the buyer, the activity and the type of qualification. The assessment shows what your buyer actually needs, and we can help you prepare anything missing through our other services.

Our application was rejected or our file stalled. Can you help?

Yes. We review the reason for the rejection, or the comment the buyer sent, and fix it before you resubmit. Common causes include an expired document or a category that does not match the activity on the commercial registration.

We are a foreign company. Can you help us?

Yes. We prepare the buyer's requirements for foreign companies with you, including documents attested by the embassy or carrying an apostille, depending on the issuing country, and we check the translation and consistency before upload.

Tender submission & pricing

Service page
Does preparing the bid with you guarantee an award?

No. Preparing the bid does not guarantee an award: the decision rests with the buyer and its committee, and depends on the competing bids and the tender conditions. What we commit to is a complete bid, reviewed against the known grounds for exclusion before upload, and a price built on your actual costs.

Who sets the final bid price?

You do. We build the cost of each line item and set out the margin options and the risk of each; your company then approves the final price. We do not recommend pricing below cost.

Do you work for our competitors on the same tender?

No. We accept one company per tender, sign a confidentiality agreement before receiving any prices or costs, and never use one client's figures in another client's bid.

Do you submit the bid on our company's behalf?

No. Your company remains the bidder: it signs the bid and uploads it from its own account on Etimad or the buyer's portal, and the login details stay with you. Our role is to prepare and review the bid and be with you at upload.

What are the main reasons bids are excluded in government tenders?

Under the current law and its regulations, the main ones include a missing bid bond, reservations on the conditions or changes to the bill of quantities, a document that has expired at bid opening, arithmetic errors above the permitted limit, or a price set as a percentage discount on the lowest bid. A discount sent in a separate letter is disregarded.

How much are the bid bond and the final guarantee?

The tender documents set the bid bond amount; under the current law it is between 1% and 2% of the bid value, valid for at least 90 days, and submitted with the bid. The final guarantee is 5% of the contract value after award. Your company issues the guarantee through its bank; we specify what is required and review the wording.

Do you prepare bids for Saudi Energy, Aramco and stc tenders?

Yes, provided your company is registered with the buyer in the required category: these buyers send their invitations and RFQs to registered suppliers through their portals. If you are not registered yet, we start with our supplier registration and qualification service.

Can you review a bid our team has prepared?

Yes. This is the pre-submission review track: we check the bid against the grounds for exclusion, from the bid bond and document validity to unpriced items, reservations and arithmetic, and return it to you with a report of comments and corrections.

What changes under the new Government Tenders and Procurement Law?

The new law was issued by Royal Decree M/76, published on 4 September 2026, and takes effect 120 days after publication. Key points for contractors: bids stay valid for 90 working days, a 5% final guarantee within 15 working days, a 15% cap on delay penalties, and direct purchasing up to SAR 1 million with priority for small local enterprises. Tenders issued before it takes effect remain under the current law, and its implementing regulations have not been issued yet.

Does the price include VAT?

Prices in government tenders are submitted inclusive of all taxes and fees, including 15% VAT, unless the tender documents state otherwise. We check this in the bill of quantities before upload.

How is this service different from the Tender Winning Management Program?

This service is for a specific tender and starts with its number. The Tender Winning Management Program is a monthly subscription that tracks opportunities with you and prepares several bids throughout the year.

ISO certification

Service page
Do you issue the ISO certificate?

No. The certificate is issued by an accredited certification body after an independent audit of your company. Our role is to build the management system with you, put it into practice, prepare your team for the audit, and help you choose an accredited certification body from the Saudi Accreditation Center's directory. International impartiality rules (ISO/IEC 17021-1) separate those who consult from those who certify.

Does an ISO certificate guarantee winning a tender or passing qualification?

No. An ISO certificate does not guarantee an award or acceptance in qualification; it is one requirement of the file, and the decision rests with the target buyer. The decision to grant the certificate itself rests with the certification body after its audit, so we do not promise that you will pass it. What we commit to: a system that is in use, an internal audit before the external one, and support until the findings are closed.

How long does ISO certification take?

It depends on the size of the company, the number of standards and how ready its current system is; implementation is the longest part. We give you a timeline after assessing your file. Offers of a “certificate within days” leave no room to implement the system, or for a genuine audit by an accredited body.

Which ISO certificate does my company need?

Start from what the target buyer or the tender documents require. ISO 9001 for quality is the foundation of most files, and contractors often add ISO 14001 for the environment and ISO 45001 for occupational health and safety, in one integrated system with a single audit. If you are not sure, we choose the right standard with you during the file assessment.

Is there an audit visit before the certificate is issued?

Yes. An accredited certification body does not issue a certificate without a two-stage audit by its own auditors, which includes a visit to your company. We prepare your team before the visit and attend with you. Once granted, the certificate stays valid for three years provided you pass a surveillance audit every year, followed by a recertification audit before it expires.

How do I check that an ISO certificate is accredited?

Ask for the name of the certification body and look it up in the Saudi Accreditation Center's directory of accredited bodies, then look up the certificate in the body's own register and in IAF CertSearch. A certificate missing from CertSearch is not, on its own, proof that it is fake, because the database does not cover every certificate.

Is ISO a requirement for contractor classification?

No. The contractor classification criteria are financial statements, staffing and completed projects. But many tender documents and qualification files do ask for ISO. For classification, see our contractor classification service.

Our certificate is on the 2015 edition. What should we do?

ISO 9001:2026 was published on 16 September 2026, and ISO 14001:2026 on 15 April 2026. Certificates to the previous editions remain valid until 30 September 2029 for ISO 9001, and until 30 April 2029 for ISO 14001. The transition usually happens during a surveillance or recertification audit, once the system has been updated. If you start now, you build your system on the 2026 edition directly.

How much does it cost?

Two parts: our fees, and the audit fees paid to the certification body, which rise with the number of employees and branches. We set them out separately before we start.

Is ISO mandatory?

It is not a general requirement for every company, but some buyers and tenders ask for it at qualification or after award, and government tenders accept a valid ISO certificate or a quality assurance programme within 14 days of award. We review the target buyer's requirements with you.

Contractor classification

Service page
How many contractor classification grades are there?

Six, from grade 1, the highest, to grade 6. The financial threshold for each grade is set by ministerial decision, so we confirm it from the official source when you apply rather than publish tables that may be out of date.

Who issues the classification certificate, and who applies?

MoMAH issues it through Balady, under the “City service provider classification” service. You apply from your own company account; we prepare the file and stay with you. We do not issue the certificate.

How long is a classification certificate valid?

Two years. The renewal request is submitted in the 90 days before the certificate expires, and the certificate can be extended once, by 90 days, at the contractor's request.

When can I upgrade my classification grade?

Once 90 days have passed since the certificate was issued, if what counts has changed: newer financial statements, newly completed projects or more staff. You can add a field while the certificate is valid, except in its last 90 days.

What decides my grade?

Three criteria in the Regulation: your audited financial statements, your staff in Saudi Arabia, and the completed projects that meet the counting conditions. The technical standards certificate from Muqawil is an input to the application.

Is ISO certification a requirement for classification?

No, ISO is not one of the classification criteria in the Regulation. But many buyers ask for it alongside classification in qualification files, so we prepare both together when needed.

Does classification guarantee projects or a specific grade?

No. The grade is decided by the ministry's assessment under the Regulation. A classification certificate is a condition for bidding on projects that require it, but it does not guarantee an award or a contract. Our role is to make sure your file accurately presents everything you are entitled to have counted.

Can engineers or workers be added on paper to raise the grade?

No. Submitting incorrect data is considered a violation that the Law penalises by lowering the grade, suspending the classification for up to five years, or cancelling it, and the ministry may inspect the office and the site. We do not offer this service.

Are there government fees for classification?

Balady does not currently charge for the classification service, though external fees may apply to the credit rating or the technical standards certificate.

How long does a Muqawil certificate take?

Usually 1 to 3 working days after the application is complete. It is an input to the classification file, not a substitute for it.

Human resources

Service page
Which services do the HR packages include?

Payroll, contracts and leave, organised employee files, recruitment and hiring support, performance reviews, and transactions on government platforms such as Qiwa, Mudad, Muqeem and Absher, together with a review of your internal procedures against the Labour Law.

What is the difference between the four packages?

Every package includes the same services; the only difference is the number of employees covered: Basic up to 10 employees, Standard 11 to 20, Premium 21 to 30, and Enterprise 31 or more.

Do my company's government platform accounts stay in its name?

Yes. Your establishment's accounts on government platforms stay in its name and under its ownership, and we agree with you before signing which access rights we work with.

Does the subscription guarantee approvals, or that no violations occur?

No. We complete transactions and follow them up until they are finished, but approval is the decision of the relevant government entity alone. Our review of your procedures and policies helps your company comply with the Labour Law, but it is not a guarantee that no violations will occur.

Do you help set up new companies?

Yes. We handle formation procedures from registration, licensing and obtaining the commercial registration through to completing the procedures with government entities, and we also serve foreign companies starting business in Saudi Arabia. We confirm the scope of the service and its cost after assessing your case.

Do you work with companies outside Riyadh?

Yes. We are based in Riyadh and serve companies across Saudi Arabia, completing most transactions and consultations remotely.

How do I get started?

Fill in the assessment request form or message us on WhatsApp. An advisor reviews your company's current position and recommends the right package before you commit to anything.

Accounting

Service page
What does the monthly accounting service include?

Recording entries, bookkeeping and account reconciliation, with a short monthly financial report. The final scope and delivery dates are set out in a written proposal after we assess your company's position.

Do you issue audited financial statements?

No. Audited financial statements are issued by a licensed auditor. Our role is to prepare the accounts and statements for audit, coordinate with the auditor your company chooses, and follow up the auditor's comments until the audit is complete.

Why do buyers ask for financial statements in a qualification or classification file?

Some buyers ask for financial data or statements as part of supplier qualification, depending on the type of qualification, and contractor classification relies on audited financial statements among its criteria. Ready statements help the file, but they do not guarantee it will be accepted; the final decision rests with the target buyer or entity.

What are ZATCA's return deadlines, and who submits the returns?

According to ZATCA, the Zakat or income tax return is due within 120 days of the end of the financial year, and VAT returns are filed periodically, for the period ZATCA sets for each business. Your establishment's account on the ZATCA portal stays in its name; we prepare the return and its documents for your company to approve before it is submitted. For up-to-date details, see zatca.gov.sa.

What is Qawaem, and is filing on it mandatory?

Qawaem is the official platform for filing companies' financial statements with the Ministry of Commerce, and the Ministry decides which companies must file and by when. Our role is to prepare the financial statements so they are ready for audit and then for filing from your company's account.

How is the accounting service priced?

Pricing depends on your monthly volume of transactions, the number of entries and invoices, and the services you need; you receive a written quote after the assessment. Accounting and HR can also be combined in a single monthly agreement.
