Technical and financial bid preparation and tender pricing
For a specific tender on Etimad, or with Saudi Energy (formerly Saudi Electricity), Aramco or stc: we study the tender with you before you spend on it, prepare the technical bid, build the price line by line from your actual costs, and review the complete bid before the deadline.
- A considered go/no-go decision
- You approve the price
- One company per tender
We are preparing a short video that walks through the service and its stages. Until it is published, request an assessment of your company file and an advisor will take you through the steps directly.

Companies that trust Edaaat
Organisations that issue tenders and RFQs in the Saudi market
Logos are shown to identify organisations that issue tenders in the Saudi market. They do not imply a partnership with, or official endorsement by, any of them, nor that Edaaat has prepared bids for all of them. Award decisions rest with each buyer alone.
The price you write in your bid is not always the price the committee compares
In government tenders, written prices are not always compared as they stand. A preference for national products or for small and medium-sized enterprises may apply, and local content may count in the financial evaluation of some contracts, depending on the preference regulations and the type of contract.
So we build the line-item price from direct and indirect costs, risk and margin, then calculate how preferences and local content affect the evaluated price before you approve the margin.
The line-item price in your bid
Built from materials, labour, equipment, subcontractors, overheads, risk and margin, and written in figures and words, inclusive of taxes and fees.
What you writeThe price the committee evaluates
It may differ once preferences and the weight of local content are applied, depending on the contract type and the tender conditions.
What gets compared
Why are some bids excluded before their price is even compared?
A bid can be excluded on a formality that could have been checked before upload, however competitive its price.
Bid bond
A missing bond, or one whose amount, validity period or wording differs from what the tender documents require.
An expired document
A commercial registration, certificate or classification that expires before the bids are opened.
Reservations or changes
Reservations on the tender conditions, or changing the bill of quantities instead of pricing it as issued.
Arithmetic and discounts
Arithmetic errors above the permitted limit, or a price set as a percentage discount on the lowest bid. A discount sent in a separate letter is disregarded.
Based on the current Government Tenders and Procurement Law and its implementing regulations; private-sector buyers may apply different rules. We will update this list when the new law and its regulations take effect.
Four questions behind a go/no-go decision
Not every tender on offer suits your company. We review the tender details, and its documents when available, and answer four questions before you commit your team or a guarantee.
Eligibility
Does the tender require classification, registration or qualification with the buyer, or quality certificates? Will your documents still be valid at bid opening? We identify the gaps early.
Scope
Which works, quantities and specifications are required, and do you have the staff and equipment, or the subcontractors, to deliver them?
Evaluation criteria
How are the technical and financial bids weighted, and do preferences or local content enter the comparison?
Risks and obligations
Guarantees, penalties, payment terms and duration, and every contract condition that affects your cost.
Five stages, from the go/no-go decision to after submission
Take it as a complete service, or as a single track for whatever your team is missing. Every stage has a clear output.

Bidding on tenders regularly through the year? The Tender Winning Management Program manages opportunities and bids all year round.
We build the price with you; the decision stays yours
We work with your team on a specific tender: we read the tender documents, prepare the technical bid, build the cost model line by line, review the bid before upload, and stay with you after submission. You approve the margin and the final price, your company remains the bidder of record with the buyer, and we treat your figures as confidential.
- Informed go/no-go
- Line-by-line pricing
- Review before upload

For a contractor or supplier facing a tender with a fixed deadline
It suits you if you lack a large enough tender team, if the tender is bigger than usual, if you have received your first invitation to price after qualifying, or if you want an independent review of a price your team has prepared. It is not for you if you are looking for free tender lists, a promise of an award, or a below-cost price to win at any cost.
Government tenders and RFQs with major buyers
Each buyer has its own portal and rules. We prepare your bid to the target buyer's rules, provided your company is registered with it in the required category. Not registered with the buyer yet? Start with our supplier registration and qualification service.
Government tenders
On Etimad: a bid bond with the bid and prices inclusive of taxes and fees. The technical bid may be opened first, and the tender documents may require classification.
Saudi Energy (formerly Saudi Electricity)
Invitations to registered suppliers through the supplier portal, subject to registration and qualification in the required category.
Saudi Aramco
Invitations for procurement projects via Aramco's e-marketplace, with separate technical and commercial envelopes, a supplier number and, where requested, local content (iktva) requirements.
stc
Requests for quotation and information, and auctions, through the project participation track on the partners hub, under the supplier code of conduct.
Other buyers and companies
RFQs from water, utilities, telecom, development and other companies, according to each buyer's portal and conditions.
Naming these buyers does not imply a partnership with, or official endorsement from, any of them; it shows the buyers whose tenders clients usually ask us to prepare bids for. Award decisions rest with each buyer alone.
The most reliable information starts at the source
Check each tender's conditions in its tender documents and on the buyer's official portal; they are the final reference.

What contractors ask most before preparing a bid for a tender.
Does preparing the bid with you guarantee an award?
No. Preparing the bid does not guarantee an award: the decision rests with the buyer and its committee, and depends on the competing bids and the tender conditions. What we commit to is a complete bid, reviewed against the known grounds for exclusion before upload, and a price built on your actual costs.
Who sets the final bid price?
You do. We build the cost of each line item and set out the margin options and the risk of each; your company then approves the final price. We do not recommend pricing below cost.
Do you work for our competitors on the same tender?
No. We accept one company per tender, sign a confidentiality agreement before receiving any prices or costs, and never use one client's figures in another client's bid.
Do you submit the bid on our company's behalf?
No. Your company remains the bidder: it signs the bid and uploads it from its own account on Etimad or the buyer's portal, and the login details stay with you. Our role is to prepare and review the bid and be with you at upload.
What are the main reasons bids are excluded in government tenders?
Under the current law and its regulations, the main ones include a missing bid bond, reservations on the conditions or changes to the bill of quantities, a document that has expired at bid opening, arithmetic errors above the permitted limit, or a price set as a percentage discount on the lowest bid. A discount sent in a separate letter is disregarded.
How much are the bid bond and the final guarantee?
The tender documents set the bid bond amount; under the current law it is between 1% and 2% of the bid value, valid for at least 90 days, and submitted with the bid. The final guarantee is 5% of the contract value after award. Your company issues the guarantee through its bank; we specify what is required and review the wording.
Do you prepare bids for Saudi Energy, Aramco and stc tenders?
Yes, provided your company is registered with the buyer in the required category: these buyers send their invitations and RFQs to registered suppliers through their portals. If you are not registered yet, we start with our supplier registration and qualification service.
Can you review a bid our team has prepared?
Yes. This is the pre-submission review track: we check the bid against the grounds for exclusion, from the bid bond and document validity to unpriced items, reservations and arithmetic, and return it to you with a report of comments and corrections.
What changes under the new Government Tenders and Procurement Law?
The new law was issued by Royal Decree M/76, published on 4 September 2026, and takes effect 120 days after publication. Key points for contractors: bids stay valid for 90 working days, a 5% final guarantee within 15 working days, a 15% cap on delay penalties, and direct purchasing up to SAR 1 million with priority for small local enterprises. Tenders issued before it takes effect remain under the current law, and its implementing regulations have not been issued yet.
Does the price include VAT?
Prices in government tenders are submitted inclusive of all taxes and fees, including 15% VAT, unless the tender documents state otherwise. We check this in the bill of quantities before upload.
How is this service different from the Tender Winning Management Program?
This service is for a specific tender and starts with its number. The Tender Winning Management Program is a monthly subscription that tracks opportunities with you and prepares several bids throughout the year.
